ANALISIS KINERJA JARINGAN INTERNET SATELIT LOW EARTH ORBIT (LEO): STUDI KASUS STARLINK DALAM PENYEDIAAN AKSES DI WILAYAH TERPENCIL INDONESIA
Abstract
Abstract: The uneven distribution of network infrastructure across Indonesia’s geographical regions, particularly in remote areas, poses a significant challenge to the advancement of national digital transformation. One such affected area is Asian Agri Plantation, Division 5, located in Labuhan Batu Selatan Regency, which continues to face limited access to reliable terrestrial network connectivity. This study aims to evaluate the performance of satellite-based internet services operating in Low Earth Orbit (LEO), using Starlink as an implementative case study. The evaluation focuses on key network performance parameters, including latency, throughput, jitter, and packet loss, measured through a series of on-site field tests. A quantitative methodology was employed, utilizing primary data collection from active Starlink users in the research location. The analysis results indicate that Starlink is capable of delivering competitive internet performance, with average latency below 50 ms, download throughput ranging between 80–125 Mbps, and jitter and packet loss maintained within acceptable thresholds for interactive and streaming services. These findings suggest that LEO satellite technology holds significant potential in expanding internet accessibility in Indonesia's 3T regions (Disadvantaged, Frontier, and Outermost), while also reinforcing the case for non-terrestrial solutions in national digital infrastructure development policies. This research is expected to provide meaningful contributions to the academic discourse on satellite networking and to serve as a reference for policymakers, academics, and service providers in designing connectivity strategies for geographically challenged regions.

Abstrak: Distribusi infrastruktur jaringan yang tidak merata di berbagai wilayah geografis Indonesia, khususnya di daerah terpencil, menjadi tantangan signifikan bagi kemajuan transformasi digital nasional. Salah satu wilayah yang terdampak adalah Perkebunan Asian Agri, Afdelling 5, yang terletak di Kabupaten Labuhan Batu Selatan, yang hingga kini masih menghadapi keterbatasan akses terhadap konektivitas jaringan terestrial yang andal. Penelitian ini bertujuan untuk mengevaluasi kinerja layanan internet berbasis satelit yang beroperasi di orbit rendah (Low Earth Orbit/LEO), dengan menggunakan Starlink sebagai studi kasus implementatif. Evaluasi difokuskan pada parameter utama kinerja jaringan, meliputi latensi, throughput, jitter, dan kehilangan paket (packet loss), yang diukur melalui serangkaian pengujian langsung di lapangan. Metodologi yang digunakan bersifat kuantitatif, dengan pendekatan pengumpulan data primer secara langsung dari pengguna aktif layanan Starlink di lokasi penelitian. Hasil analisis menunjukkan bahwa Starlink mampu memberikan performa internet yang kompetitif, dengan rata-rata latensi di bawah 50 ms, kecepatan unduh (throughput) antara 80–125 Mbps, serta nilai jitter dan packet loss yang masih berada dalam batas toleransi untuk layanan data interaktif dan streaming. Temuan ini menunjukkan bahwa teknologi satelit LEO memiliki potensi besar dalam memperluas akses internet di wilayah 3T (Tertinggal, Terdepan, dan Terluar) di Indonesia, sekaligus memperkuat argumen untuk mengadopsi solusi non-terestrial dalam kebijakan pembangunan infrastruktur digital nasional. Penelitian ini diharapkan dapat memberikan kontribusi yang berarti dalam pengembangan kajian ilmiah terkait jaringan satelit, serta menjadi referensi bagi para pengambil kebijakan, akademisi, dan penyedia layanan dalam merancang strategi konektivitas untuk wilayah dengan tantangan geografis tinggi.
